The Department of Information and Communications Technology (DICT) and the National Telecommunications Commission (NTC) today released the final and official Memorandum Circular on the Rules and Regulations on the Selection Process for a New Major Player in the Philippine Telecommunications Market.
The MC No. 09-09-2018 was signed by NTC Commissioner Gamaliel Cordoba, Deputy Commissioners Edgardo Cabarios and Delilah Deles, and was noted by DICT Acting Secretary Eliseo M. Rio Jr. as the chairman of the Oversight Committee, on Thursday, 20 September.
The MC will be effective 15 days after its issuance. After taking effect, interested parties can then get the bidding documents from the NTC and will be given until 5 November to submit their bid.
Drastically improved through multiple public consultations and by consulting various agencies, the MC that uses the Highest Committed Level of Service (HCLoS) approach will be the basis on determining the NMP.
The NMP is expected to be identified on December 2018.
