The next challenge is translating that access into better financial outcomes.<\/p>\n<p>\u201cAccess is necessary, but an\u00a0opened\u00a0account or downloaded app is not yet a financial outcome,\u201d Madrid said. \u201cReal progress is when people can transact reliably, save regularly, borrow responsibly and become more resilient to financial shocks.\u201d<\/p>\n<p>Madrid joined the\u00a0Futurecast\u00a0panel\u00a0\u201cBuilding Sustainable and Inclusive Financial Services Ecosystems in ASEAN,\u201d\u00a0which examined how technology, regulation, infrastructure and business models can support the region\u2019s continued digital-finance growth.<\/p>\n<p><strong>Strengthening the common foundation<\/strong><\/p>\n<p>Madrid said governments and shared infrastructure providers can help accelerate inclusion by investing in capabilities that\u00a0benefit\u00a0the\u00a0ecosystem as a whole.<\/p>\n<p>These include digital identity, payment and settlement infrastructure, real-time fraud intelligence, trusted data-sharing standards, and reliable connectivity. Stronger common foundations can reduce friction and system-wide costs while allowing individual providers to focus their investments on better products and services.<\/p>\n<p>\u201cStrong shared infrastructure creates a foundation on which providers can compete more effectively on price, service, reach and innovation,\u201d Madrid said.<\/p>\n<p>Digital identity, for example, can make onboarding easier and help reduce fraud when it is trusted, reusable, privacy-protecting and interoperable. Open Finance can similarly widen customer choice when consumers genuinely control their\u00a0data\u00a0and clear standards are in place around consent, security, liability and portability.<\/p>\n<p><strong>Affordability, trust and sustainable service<\/strong><\/p>\n<p>Madrid said affordability is essential to financial inclusion and consumer trust, but it should be considered together with transparency, reliability, safety and choice.<\/p>\n<p>Digital financial services require continuing investment in cybersecurity, fraud prevention, settlement and reconciliation, customer support, system resilience, compliance, and product development.<\/p>\n<p>\u201cConsumers should have access to affordable and transparent services, but affordability does not mean every provider must arrive at the same price,\u201d Madrid said. \u201cDifferent institutions\u00a0operate\u00a0under different licenses, business models and cost structures. What matters is that consumers receive fair value, strong protection, reliable service and continued innovation.\u201d<\/p>\n<p>He said\u00a0strong competition, supported by efficient shared infrastructure, should continue to improve price and value for consumers while allowing different providers to innovate within their respective mandates.<\/p>\n<p><strong>Clear rules, room to compete<\/strong><\/p>\n<p>For ASEAN to sustain investment in digital financial services, Madrid said regulation should be clear on desired outcomes, proportionate in implementation, and predictable over time.<\/p>\n<p>Different institutions\u00a0operate\u00a0under different licenses,\u00a0permitted\u00a0activities,\u00a0balance-sheet\u00a0obligations and prudential requirements.\u00a0Common principles can protect consumers while recognizing these structural differences and allowing institutions to compete on their respective strengths.<\/p>\n<p>\u201cClear and predictable regulation supports consumer trust while giving institutions the confidence to continue investing and innovating,\u201d Madrid said.<\/p>\n<p>He added that strong consumer protection and innovation need not be competing\u00a0objectives:\u00a0\u201cA progressive regulatory environment sets strong standards and clear outcomes, then gives institutions room to innovate and compete within those guardrails.\u201d<\/p>\n<p>For ASEAN, Madrid said the long-term opportunity is to strengthen the common digital foundation while preserving the diversity of institutions and business models that have helped expand access across the region.<\/p>\n<p>\u201cPayments\u00a0and financial services\u00a0are already becoming\u00a0more\u00a0connected across ASEAN,\u201d he said. \u201cThe next step is making sure trust, identity, data, and consumer protection can move with them.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Speaking at the recent ASEAN Tech Summit Manila,\u00a0Maya Bank President and CEO Angelo Madrid\u00a0said the region has made\u00a0significant progress\u00a0in digital payments, financial services\u00a0and account access.
