{"id":74689,"date":"2026-07-23T07:59:51","date_gmt":"2026-07-22T23:59:51","guid":{"rendered":"http:\/\/www.upgrademag.com\/web\/?p=74689"},"modified":"2026-07-23T12:03:12","modified_gmt":"2026-07-23T04:03:12","slug":"visa-landbank-introduce-new-government-purchase-card-to-accelerate-digitalization-of-government-transactions","status":"publish","type":"post","link":"http:\/\/www.upgrademag.com\/web\/2026\/07\/23\/visa-landbank-introduce-new-government-purchase-card-to-accelerate-digitalization-of-government-transactions\/","title":{"rendered":"Visa, Landbank launch digital Government Purchase Card to automate public sector payments"},"content":{"rendered":"<p><strong>Digital payment service provider Visa and government-owned Landbank of the Philippines launched the new Landbank Visa Government Purchase Card (GPC) designed to help agencies transition from manual to card-based procurement to accelerate the digitalization of government transactions.<\/strong><\/p>\n<p>Issued by Landbank, the Landbank Visa GPC allows national agencies, local government units (LGUs), and government-owned and controlled corporations (GOCCs) to shift from cash advances, checks, and manual reimbursements to a secure, card-based solution for small-value purchases and emergency procurement. It helps agencies improve transparency, accountability, and operational efficiency through built-in spending controls, transaction monitoring, and customizable spending limits.<\/p>\n<p>Jeffrey Navarro, country manager for Visa Philippines, said the card is helping the government make transactions more secure, seamless, and digital while enabling agencies to strengthen financial controls and deliver better public services.<\/p>\n<p>Landbank aims to equip 2,000 agencies with card before the end of the year. Already onboarded were 107 agencies with the Bureau of the Treasury and its 16 regional offices nationwide, as among the first to adopt the Landbank Visa GPC. About 773 cards were already issued to agency heads and key officers.<\/p>\n<p>Accepted nationwide, the GPC has a spending limits and guidelines based on the Department of Budget and Management\u2019s circular 2025-1wherein spending limits will range from PhP100,000 up to PhP5 million.<\/p>\n<p>Landbank provides support to help agencies transition from manual to card-based procurement. The GPC will be complemented by an integrated digital expense management platform, to be scheduled for rollout in the fourth quarter of the year.
