The BSP\u2019s 2021 Financial Inclusion Survey highlights a protection gap: only 17% of Filipino adults hold private insurance\u2014down from 23% in 2019. Even when PhilHealth enrollees are counted, total coverage reaches just 48%, with private life insurance (16%) and microinsurance (13%) uptake staying modest. Based on figures from the Insurance Commission, total insurance penetration is at 1.79% of Gross Domestic Product (GDP), as of 2nd quarter of 2025, indicating a large protection gap.<\/p>\n

According to the PLIA PULSE study released this year, Filipinos overwhelmingly recognize the importance of insurance (90%), but many defer purchasing due to cost pressures and the hassle of traditional channels.
